When is Manual Handling Training required?

What the law in Ireland asks for.
Employers in Ireland have a clear duty to give Manual Handling Training to anyone who lifts, carries, pushes or pulls loads that could cause injury. That duty sits in the Safety, Health and Welfare at Work (General Application) Regulations 2007, which the Health and Safety Authority (HSA) enforces.
The rules do not spell out every situation. Instead, they ask employers to assess the risks and train people to match. So if handling is part of the job and could cause harm, training is required - whether that is a warehouse picker in Dublin, a care worker in Cork or a labourer on a Galway site.

A refresher is needed every 3 years to keep a certificate valid, and sooner if your employer's policy says so.
Bringing in new equipment
New handling kit or a change to how work is done means people need updated training on using it safely.
After an injury or near-miss
When a handling incident happens, the people involved should get a refresher on safe technique.
Before a placement
Many employers and agencies want a valid Manual Handling Certificate in hand before work begins.
What the regulations actually say
The Safety, Health and Welfare at Work (General Application) Regulations 2007 require employers to train anyone whose manual handling could lead to injury.
They stop short of listing exact situations. Instead, they ask employers to assess the risks and train people in line with what they find. As a rule of thumb, training is needed when:
- People regularly lift, carry, push or pull loads
- A load is heavy or awkward enough to cause harm
- The work involves twisted postures or tight spaces
- Repeated handling could wear the body down over time
- The surroundings add risk - slopes, obstacles or extreme temperatures
The simple test: is handling part of the job, and could it cause injury? If both are yes, training is required.
Who it applies to
Training is needed in almost every sector in Ireland:
Healthcare and care
Nurses, carers, healthcare assistants, porters and support staff who move patients or equipment all need it. Patient handling brings its own extra requirements.
Construction
Labourers, electricians, plumbers, site managers and tradespeople who shift materials and tools need training - and construction sees some of the highest handling injury rates of all.
Retail and hospitality
Shop and warehouse staff, housekeeping, kitchen and bar teams handle stock, deliveries and equipment day in, day out, and good technique matters for all of them.
Office roles
Even office staff may need it if they move files and equipment or help with an office relocation. What counts is the task, not the job title.
When a refresher is due
The usual advice is a refresher every 3 years. You may need one sooner if:
- Your role changes in a meaningful way
- New equipment or processes come in
- An incident shows up a gap in training
- Your employer's policy calls for it
- You have been away from the work for a long stretch
